Man held without bond in 2001. Murder of Chevy Chase woman

Eugene Teodor Gligor of Washington, D.C., was held without bond Monday in connection with a murder that occurred 23 years ago.

He is charged with first-degree murder in the death of Leslie Preer, who was strangled, according to court charging documents.

His preliminary hearing is scheduled for July 19 in Montgomery County District Court in Rockville.

According to court documents, Preer’s husband went to his home on Drummond Street in Chevy Chase on May 2, 2001, after receiving a call from his wife’s employer that she had not shown up for work. Her employer also went to the home.

When they arrived, both men saw “blood splatter and smeared blood on the walls near the front door, as well as dried blood on the floor in the corner near the door, a puddle of water on the floor near the door, a corner table knocked over and a rug with blood stains were moved from the floor to the living room.

The employer called 911. Police arrived and searched the home. They found Preer in the shower door of the upstairs master bedroom. According to court records, she was deceased. There were numerous cuts on her head.

According to court documents, the perpetrator had attempted to clean up the blood and physically carried Preer’s body upstairs to the shower stall, where he turned on the water and attempted to wash away her blood and prevent new blood from flowing.

An autopsy was performed. Seven lacerations were observed on her head and deep bruising around the neck consistent with strangulation. Bruises were also found on her body and arms.

According to court documents, no match was found at the time with DNA obtained at the scene.

In September 2023, the DNA from the crime scene was re-evaluated. This time, according to court documents, a match was made with Gligor, the previous boyfriend of Preer’s daughter.

Gligor had previously been arrested for weapons possession, driving under the influence and theft. His DNA was not collected during these arrests.

Earlier this month, police were at Dulles Airport where Gligor was seen drinking and then throwing away a water bottle. That bottle was tested for his DNA and came up as a positive match, according to court documents.
