FCC Environmental, Eureka Secure Collection and Recycling Contract in Saint Paul, Minnesota.

The City of Saint Paul has announced the next iteration of its citywide recycling and waste program.

The city has entered into a seven-year contract with FCC Environmental to collect trash, yard waste and bulky waste from 90% of 1- to 4-unit households in Saint Paul. The city will provide new municipal waste, yard waste and bulky waste for the remaining 10%, or approximately 6,500 properties from 1 to 4 units. These services will begin on April 1, 2025.

“This evolution of our transportation programs advances our city’s sustainability goals while addressing all of the concerns we most often hear from residents,” said Mayor Carter. “I look forward to taking this further.”

As part of the agreement, FCC Environmental will invest more than $25 million in a new facility that will include a compressed natural gas (CNG) station; purchase of more than 30 new CNG collection vehicles; purchasing fully electric pick-ups for route managers; and purchase an electric box truck for bulk and appliance collection. The FCC facility will be located in Saint Paul.

Under the new waste contract with FCC Environmental, several improvements will be made to the citywide waste program, including:

  • • Instead of collecting two to three large items per year, residents can have a maximum of one cubic meter of bed (e.g. a refrigerator) collected per month per unit. Large items will be collected on the regular collection day. Residents do not need to call in advance for this. The exception is electronic items, which require special handling.

  • • Opting out and shopping cart sharing options will be phased in for property owners starting in 2026, with specific provisions.

  • • Property owners receive quarterly bills from the city (not the carrier) after services are provided. This is a change from the current process where the designated carrier invoices property owners in advance.

  • • All customer service requests and issues are handled by city staff. Residents only need to contact one number for any issues involving rubbish, garden waste, bulky waste, recycling collection or trolleys.

The city has also entered into a five-year contract with Eureka Recycling to collect recyclables from approximately 80,000 properties with one to four units, beginning November 1, 2024. The city has entered into a seven-year contract with FCC Environmental to provide recycling collection services to approximately 48,000 properties with five or more units beginning November 1, 2024.

“As a city, we have ambitious short- and long-term goals for our citywide waste and recycling programs,” said Sean Kershaw, director of Saint Paul Public Works. “We are excited to partner with FCC and Eureka in this bold step to work closely with our residents so that every household can take a more proactive role to reduce, reuse and recycle more materials, and as a community, collectively create less waste to create.”

In January 2022, Saint Paul leaders formed a Garbage Advisory Committee of interested and concerned residents to learn more about the city’s existing coordinated collection program and to provide feedback and input into the next iteration of the city’s waste program. The Garbage Advisory Committee has developed recommendations for city leaders on how to improve operations and services to meet the changing needs of residents.

Based on many of the Garbage Advisory Committee’s key recommendations, the City of Saint Paul issued a Request for Proposals (RFP) in November 2023 for the collection of household waste, bulky waste, recyclable waste and yard waste. The RFP included a draft agreement describing the required services of the carrier(s), including limited opt-out provisions, cart sharing for multi-unit and adjacent single-family residences, billing and customer service provided by the City, and City-directed cart maintenance. and repairs.

The city received nine proposals before the December deadline. As part of the process, all nine proposals were scored, evaluated and interviewed. The RFP process was completed in February 2024. After the contracts were initially awarded, final negotiations were completed in April 2024.
